The Judaical administrative station is a grassroots government department that in charge of the community correction subject who is sentenced to public surveillance, given a reprieve, permitted temporarily serve their sentences outside prison released on parole, to regulate them so that they don't commit crime again, and to help them better adopt society as a former criminal.
Since the relationship of Chinese central government and local government is more of a Administrative Subcontract system, the grassroots government department has a lot of administration freedom regarding how to deal with Tasks and objectives sent by higher authorities. As a classic example of basic level people's government department, The Judicial administrative stations need to be accountable to both the same level of people's government and higher level departments even if the two's commands have conflicts. In terms of its uniqueness, Social correction has become a pilot division of government reform in recent years, and the newly issued social correction law leaves a great deal of discretionary space for grassroots civil servants at the level of specific administrative implementation. The above characteristics make the Judicial Institute a good case study for the Chinese government system.
In the process, I was able to observe the many gray areas in the specific administration (which does not refer to corruption) and the rational operating logic behind them.
