Contract Background

• Consultant: Ove Arup & Partners Hong Kong Limited. Contractor: Build King – Tung Lee Joint Venture.
• Scope of Works: Construction Site clearance and formation (including land decontamination works) for about 43 hectares of lands, together with provision of associated engineering infrastructure; Construction of district distributor and local roads connecting Hung Shui Kiu/Ha Tsuen New Development Area to Tin Ha Road; Construction of pedestrian footbridges; Construction of a cycle track cum pedestrian subway and associated retaining walls; Revitalisation of some sections of Tin Sam Channel; Construction of a sewage pumping station; Construction of associated works including water mains, drainage and sewerage works, district cooling mains, cycle tracks, footpaths, box culverts, landscaping works, electrical and mechanical works and other ancillary works; and Implementation of environmental mitigation measures (including noise barriers) and environmental monitoring works for the works mentioned above

More than 10 Contracts of Condition Survey and Rehabilitation Works on Existing Stormwater Drainage and Sewerage Networks in different Districts of Kowloon (Contract Sum: HKD$7M per Contract)

Contract Background

• Scope of Works: To conduct CCTV condition survey on the existing pipelines in the Kowloon District followed by the rehabilitation works of the pipelines by using various lining method (e.g. Cured-In-Place Pipe (CIPP), sleeve lining method and Glass Reinforced Polyester (GRP) jacking pipes method)

Involvement

• Planned for condition surveys (CCTV) and rehabilitation works on the existing stormwater drainage and sewerage networks in Kowloon
• Tender Administration
• Estimated quantities and material costs during project planning to support budgeting and costing
• Monitored execution of contract work for compliance with design plans and specifications
• Reviewed and approved various submissions from the Contractors

Other Involvement

• Coordinator of all slope-related issues in Kowloon District

Contract No. DC/2011/04 Reconstruction, Improvement and Rehabilitation of Kai Tak River from Wong Tai Sin Police Station to Tung Tau II Estate, for DSD (Contract Sum : HKD$818M)

Contract Background

• Client: The Drainage Services Department, Hong Kong. Contractor: Leader-Sunnic Joint Venture
• Scope of Works: To manage the construction contract and supervise the construction works of the proposed Kai Tak River including the reconstruction, improvement and rehabilitation of a 600m long section of River (formerly named Kai Tak Nullah) from Wong Tai Sin Police Station to Tung Tau II Estate including nullah deepening and construction of a 400m long single-cell box culvert along the existing nullah

Involvement

• Managed relationships with clients, government officials, subcontractors, suppliers, and other stakeholders throughout the project lifecycle
• Assisted the Resident Engineers in contract administration
• Examined different submissions including the Master Programme from the Contractor
• Inspected Contractor's Temporary Drainage Management Plan and ensured the temporary works constructed on site were consistent with the approved TDMP
• Assessed detailed particulars of claims for Extension of Time due to inclement weather and other monetary claims
• Prepared response to comments from governmental departments and Contractor's Request for Information
• Monitored the Temporary Traffic Arrangements implemented on site and ensured they were consistent with the approved TTA layouts

• Worked with the quantity surveyors to assess interim payment applications
• Achieved higher safety standards on-site by enforcing strict adherence to safety protocols and providing proper training to personnel

Project 1 - Public Utilities Board (Water Reclamation Network Department) Rehabilitation of Sewerage Network System Phase 4 – Consultancy Services for Jurong Lake & Pandan Reservoir Catchments: Pre-Rehabilitation Infiltration / Inflow & Exfiltration Study (Jan 2010 to Sep 2011)

Project Background

• Client: Parsons Brinckeroff (commissioned by the Public Utilities Board, Water Reclamation (Network) Department (PUB)), Singapore
• Scope of Works: To undertake consultancy services associated with Rehabilitation of Sewerage Network System Phase 4 Consultancy Services for Jurong Lake and Pandan Reservoir Catchments (i.e. identification of potential locations where inflow, infiltration and exfiltration happened by using hydraulic models)

Involvement

• Assisted in hydraulic model (1-D, 2-layer) construction and carried out model calibration by using field data collected from PUB
• Prepared the recommendation to PUB with aid of flood maps showing where the rehabilitation works on the existing sewerage system were required

Project 2 - Agreement No. CE 3/2006 (DS) - Reconstruction and Improvement of Kai Tak Nullah (Choi Hung Road Section) Investigation, Design and Construction (Sep 2011 to Dec 2011)

Project Background

• Client: The Drainage Services Department, Hong Kong.
• Scope of Works: To re-design and re-construct the existing Kai Tak Nullah in order to increase the flow capacity (i.e. by construction of additional box culvert next to the existing nullah and carry out river deepening works from Wong Tai Sin Police Station to Tung Tau II Estate)

Involvement

• Enhanced design processes through the incorporation of advanced software tools (e.g. InfoWorks CS)
• Assisted in the fine-tuning of the hydraulic model (1-D, 2-layer) of the existing Kai Tak Nullah using the field data collected during two flooding cases in 2006
• Assisted in the construction of the hydraulic model (1-D, 2-layer) of the proposed Kai Tak River
• Derived a series of boundary conditions for the model in accordance with the Stormwater Drainage Manual
• Generated flood maps and prepared the Drainage Impact Assessment report and the contract documents for the following construction stage

Project 3 - Contract No. CON051411T Sharks Alive (Atoll Reef) (WP-3), Summit, Ocean Park - Reef Tank Waterproofing Remedial and Concrete Repairing Works (Dec 2012 to Mar 2013)

Project Background

• Client: The Ocean Park Corporation, Hong Kong
• Scope of Works: This project aims at investigating the structural condition of the existing facilities in the Hong Kong Ocean Park which includes carrying out remedial works for the waterproofing and concrete structure of the existing 'Atoll Reef' and 'Shark Alive' Exhibition Hall

Involvement

• Assisted in tender assessment for structural rehabilitation contract
• Conducted condition surveys on concrete structure by adopting visual inspection, rebound hammer test and concrete coring
• Prepared record plans showing the information of defect structures and supervised the concrete repairing works as a role of T3 (Construction Site Supervisor)
